April 17, 2023 Town Council Agenda

This afternoon the Scottsville Town Council will meet at 5:00 to interview candidates for the Town Administrator position. Matt Lawless will be leaving the post the middle of May for the top job as Town Manager in Shelburne, Vermont.

The Town Council public meeting will begin at 7:00 this eveningOn their agenda for this evening is a shared use memorandum for Lindsay Street, two items on ethics, and a public hearing on the Fiscal Year 2023-24 town budget.

There is contention amongst the property owners along Lindsay Street as to parking. This street resembles an alley more than a street and is located between 492 and 516 Valley Street and continues to Page Street. 

This along with an ethics disclosure for Councilor Payne pursuant to Town Code § 2-137. This is:

Sec. 2-137. No member of council or other officer to be interested in contract or work performed for town; penalties. No member of the council or other officer of the town shall be iinterested directly or indirectly in the profits of any contract or work, or be financially interested directly or indirectly in the sale to the town of any land, materials, supplies or services (other than official services). Any member of the council or any other officer of the town offending agaist the provision of this section, shall, upon conviction thereof, be fined not exceeding $500.00 or be imprisoned not more than 90 days, or both, in the discretion of the jury or court without a jury, trying the case, shall forfeit his office. The prohibitions of this section shall not apply if the council shall declare by unanimous vote of the members thereof that the best interests of the town are to be served despite a personal interest, direct or indirect.(Code 1946, § 69)

As an aside, it is past time for the Council to review and update Town Code and go through the process of codifying it.

The second ethics agenda item is under 7. Items for Town Council discussion and action. There isn’t any reference as to what this regards.

The public hearing on the budget for fiscal year 2023-24 is on the docket. One item budgeted is the DMV Select office. The town manages the office as employees are hired and salaries/benefits are paid by the town. In return, the town receives a percentage of the fees generated through the DMV office. The town utiilized funds from the American Rescue Act Funds to build out and furnish the office. The issue is the DMV Select office to date has run a deficit. In previous discussions, the Council has been divided as to whether to keep the office open or to close it. The proponents see value in that services offered can be better promoted and that this is a service the town provides that is utilized by those in Scottsville and the surrounding communities.

There isn’t any detail in tonight’s agenda describing several items such as 7b: Ethics, 7c: Staff report on capital projects, and 7d: Upcoming special meetings for April 21 and May 5.
