Today, Ivy Rehab Physical Therapy opens their doors for business and El Cazador opens theirs to hand out employment applications. 

Status on Tiger Fuel/The Market: 
All staff positions have been filled and training is taking place at other Market locations. On-site training will begin the first week of April. Interior work as of 2/29 was nearing completion so stocking the store will occur later this month or early April, solar panels have not yet been installed on the two fuel canopies, and inspections are still ongoing. Now for the opening news. They are projecting mid April for a soft opening and have put Friday, May 17th on the calendar for their grand opening.

Dark Skies Proclamation
Piedmont Dark Skies and a number of local stakeholders have reached out to Town Staff and the Mayor requesting a proclamation from the Town of Scottsville for International Dark Sky Week, April 2-8, 2024. Attached is their request to the Town Council and a draft proclamation presented by the Piedmont Dark Skies and stakeholders. The proclamation asks that: “that residents use outdoor lighting in a mindful manner and that the Town of Scottsville enforce the dark sky protections in the town ordinances.”

Town Staff works to support the reduction of light pollution and actively enforce the dark sky ordinances established in the Town of Scottsville ordinances, in addition the Architectural Review Board reviews the lighting of signage within the Entrance Corridor and Historic Overlay District to reduce light pollution and maintain the character of Scottsville.

Establishment Dates and Times for 2024 Meetings
(Currently 2nd & 3rd Mondays at 7pm)

Town Council requested that further discussion occur during the March Work Session on the establishment of dates and times for the 2024 Meeting.

SCAN’s (Scottsville Center for Arts and the Natural Environment) schedule is being considered as they rent the first floor theater space:
Monday - Ballet Noon to 7:00 pm
Tuesday -Art/Music 4PM – 7PM
Wednesday-Yoga 4PM – 7PM
Thursday - Drumming 5PM – 8PM
Rehearsals/Tech Week Evenings M - Th 5PM - 10PM

An aside: Recent performance of “The Mom Journals” was excellent. Coming up is the Persimmon Tree Players performance of "Savannah Sipping Society.”

Proposed policy for resignations on board and commissions
Background on this a member of the Planning Commission resigned yet did not notify Town Council of this decision then changed her mind.

Appropriations for FY 2023-2024:

Public hearing has been called for March 18th, 2024.

The Town Council requested an agenda item to discuss this matter further.

Background: On May 15th, 2023, the Town Council approved the budget for the FY 2023-2024 via an Annual Resolution of Appropriations. In the Annual Resolution, under Section II, Paragraph One, three-line items require additional authorization by vote of Town Council prior to spending, 1) Capital Improvements –Canal Basin Square Exhibits 2) Capital Improvements –Van Clief Nature Area 3) Community Development –Local

Capital Improvements on Canal Basin Square Exhibits - $5,000—
Capital Improvements –Van Clief Nature Area - $9,000
Community Development –Local Agency Support - $3,000

To close, Jim “Jam” Sia has been hired to take on the Town’s maintenance position. Government Services committee members Bill Hyson (Council liason), Matt Holt, and George Goodwin along with Javier Raudales (Town Administrator) scheduled ten interviews out of 24 applications. All ten candidates were interviewed and Sia was hired.
